Moldova regulates AML/CTF through the Office for Prevention and Fight against Money Laundering, its financial intelligence unit, which receives, analyses, and disseminates reports on suspicious activity. Law No. 308/2017 is the principal statute, and as a member of MONEYVAL Moldova aligns its regime with the FATF international standards.
Reporting entities must assess their money laundering and terrorist financing risk, apply customer due diligence, identify beneficial owners, and report suspicious activity to the SPCSB. Compliance is examined by the National Bank of Moldova for banks, payment service providers, and exchange offices, by the National Commission for Financial Markets for the non-bank financial sector, and by the SPCSB for the reporting entities in its own remit. They expect a documented compliance framework, a named responsible person, and ongoing staff training.
